About Regional Development Directorate MoEC :

Regional Development Directorate (RDD) is a coordination unite for implementation development initiatives (program and projects) in less developed areas in 34 provinces of Afghanistan these initiatives are people centred and the people are selecting the projects and implement by government sectorial ministries.

Currently RDD’s leading the implementing of Small Development Projects (SDP) scheme total amount of USD 120 million which funded by Indian government and are implementing by 17 government entities totally 450 SDP.

A Project Management Unite (PMU) established within RDD to overlooking all activities of SDPs and provide technical support for the implementation of SDPs through all Afghanistan.

Job Description:

.The Job purpose:

You will be under the guidance and advice of Regional Development Director to initiate, develop and implement the program on all aspects of project management, proper planning, and delivery to achieve its intended results/outcomes as detailed in the program documents.

Key Responsibilities:

Programme Planning, Delivery and Management:

Lead and ensure timely delivery of the programme preparatory phase’s activities (project launching, MOU with relevant authorities, baseline survey, planning with partners, developing and signing partnership agreements, set-up project management unit “PMU”, training of staff and partners, etc….)
Ensure effective, high quality, timely and safe delivery of the program in accordance with the plans agreed with donors and in compliance with MoEC procedures, donor regulations and Afghanistan government regulations – Work closely with project teams in developing, maintaining and assessing the progress against their work plans with necessary advices in order to meet the key targets of the project plans.

Review program plans regularly and ensure its communication to the field teams. Effectively participate in the Afghan-India coordination meeting.

Carry out of the organizational / institutional capacity assessments of the project partners and other stakeholders. Work closely with the teams to identify the partners/stakeholders capacity gaps and identify the capacity building plans accordingly.

Ensure nurtured relationships with the project’s Implementing Partners at local and national levels through providing the required programmatic and organizational support to partners in developing and monitoring their plan of actions funded by the program through the MoUs .
Effectively participate in and provide the required technical/programmatic support to the Project Management Unit (PMU). Highlight and mobilize the required support for to timely address the beyond-project challenges and risks (ensuring enabling environment for project delivery).
Provide Secretariat support to the SDPs Steering Committee and organizing meeting.
Contribute to the synergy and integration with other MoEC program and policy works.
Ensure timely submission of quality donor reports and in accordance to the Donor Reporting Schedule (DRS) timelines agree in program guideline.

Programme Quality (Monitoring, Evaluation, Accountability and Learning):

Create and update the project particulars in accordance to the requirements program and other Accountability Learning Mechanism.
Follow with the line manager and ensure early authorization of the project contracts as well as other requirements for the partnerships.
Develop the monitoring plan as per donor requirements and support the PMU deputies and partners in the periodic conducting and updating a clear and effective project monitoring and evaluation plan ensuring that accountability and learning is taking place.
Conduct monitoring visits to project sites to meet the partners and beneficiaries/stakeholders for necessary verification the reported progress. Provide necessary advice and programmatic support when required.
Manage the Review and Evaluation activities and ensure project learning is well-documented and shared widely within Afghanistan.
Work closely with the Project Management Unit (PMU) to properly plan and implement the key activities under the thematic pillar.

Resources and People Management:

Develop and periodically update the project staff performance objectives. Ensure interim reviews and annual performance objectives are carried out in a timely manner.
Provide technical support to projects partners on tendering of the project based on approved timeline.
Liaise with the Logistics Team ensure the safety and security of all project staff and assets, taking necessary steps to keep risks to MoEC/project human and other resources to a minimum so that project objectives can be achieved.
In coordination with the Finance Director, support the project Finance Officer/donor accountant and ensure implementation of all appropriate financial controls, especially within the Implementing Partners accounts. Support and facilitate the Project Accounts’ surprise visit to partners to check the partners’ financial management performance.
In coordination with the Director, support the sectorial ministries ensure implementation of all aspects related to learning and documentation in Afghanistan.

Representation and Coordination;

Collaborate on Policy initiatives within MoEC to draw issues emerging from the Projects to be taken up for advocacy and identify viable approach and tactics to influence national and local related policies.
Upon the Line Manager’s request and guidance, represent the Afghanistan Projects to Government, UN Agencies, donors, specific working groups.
Coordinate with other MoEC Directorate at national and local levels and provide necessary programmatic support that helps increased gender mainstreaming among other programmes and in understanding of SDPs with other teams and affiliates.
Support the Line manager in the project-specific research work to document and build up organizational learning.

Job Requirements:

Master Degree in Project Management, Engineering, Economics, Business Administration and Public Administration. (E)
At least five years of practical progressive experiences in Afghanistan with government, national and INGOs in programme management and implementation, including budget monitoring, planning, monitoring and evaluation, (E)
Technical expertise and experiences on government procurement laws and procedures and construction projects.
At least 3 years’ experience financial management in line with the government of Afghanistan financial system. (E)
Excellent oral and written communication and writing skills in English and Dari/Pashto.(E)
Excellent research, analysis and report writing skills (E)
Good knowledge of budgeting and project budgeting processes (E)
At least 3 years’ experience in Monitoring and Evaluation of projects (E)
Experience working with clusters, working groups and high level external representation in Afghanistan (E)
At least 3 years’ experience working with building capacity of partners and government. (E)
Ability to work in a team, line manage staff and consult with wide range of staff, government institutions, contraction firms and alliances at different levels (E)
Knowledge and skills in computer usage including Word, Excel, Power Point (E)
Willingness and fitness to travel for sustained periods of time and to the field (E)
