Abdul Sattar Murad was born March 16, 1958 in the province of Parwan, Afghanistan. He completed his Bachelor Degree in Political Science in 1976 from Jawaharlal Nehru University in India, and in 1979 he graduated from the Military Academy of India. In 1990, he studied for his post graduate program for one year at Slippery Rock University in Pennsylvania, USA. In 2000, Mr. Murad accomplished his M.A. degree in Public Administration from the Faculty of Economics and Administration of the University of Malaysia, Kuala Lumpur, Malaysia.
Abdul Sattar Murad has held various positions in the Government of Afghanistan. Between 1991-95 he served as General Director of the First Political Division at the Ministry of Foreign Affairs. He was assigned as Minister Counselor and Charge D'affaires of the Embassy of Afghanistan in Malaysia from 1995 till 2002. Following the collapse of the Taliban he was appointed as Governor of Kapisa Province from 2004-06.
In 2007 Mr. Murad was elected as Chairman of the Political Committee of Jamiat-e-Islami of Afghanistan, the country’s largest political party, by the Leadership Council of the party. Since May 2015, he has been serving as the Minister of Economy of the Islamic Republic of Afghanistan.
